Chunk Loader Plugin

Anyone know of a plugin that would give me a block or head that I can place and thus load the chunk the block is in, allowing spawners to keep spawning mobs etc. Willing to pay for a privately coded one but if there are any public options that's preferred.

I might be very wrong, but I know that WorldBorder has a fill feature to load in chunks, although I'm not sure if this is what you're talking about.
