ChunkHopper Plugin

I have been unable to find a good working chunkhopper plugin. I am requesting a 1.12.2 chunkhopper plugin for my skyblock server.

What I want:

A working ChunkHopper plugin for 1.12.2 (a hopper that picks up items per chunk)

I want to still be able to use regular hoppers along with the chunkhoppers.

I want to be able to give users the hopper via command.

No upgrades needed, but it would be nice to be able to configure the items the hopper picks up or a whitelist / blacklist GUI.
