What is the best way to do this if the spawn does not lie on direct chunk borders. What would be the best way to claim it, worldguard, by safezone,warzone, both, I am welcome to ideas.

Worldguard, if it's an irregular shape you can set a polygon region. If you need help setting them up feel free to PM me and I'll try my best to assist you.
