Clear Lagg (Is something wrong here?)

Hi, so I have clear lag, and I have it set for 4 warnings before it actually clears, but for some reason they are not giving the warnings. So, it just clears.

Can someone tell me if i have something wrong here? Or, how to fix it? I want items to clear every 7 minutes.
