Client similar to CheatBreaker

Hello,

I am here today looking for a developer that will be able to make a client like Cheatbreaker. I am aware there are other clients like Badlion Client but I am looking for my own one with certain features I am looking for. I am also looking for a plugin for Minecraft Server allowing me to be able to have only people connect using the client. I have no budget right now so I am looking for quotes.
