My friend is starting a training company.
He pays $40 for just pay pal on his site.
he wants a way to not pay a ton for his url.
The ability to make his own website like on wix.
And not having to pay a ton to setup purchases

1) Get web hosting and not stuff like wix. You can get a free website template from online. Not that hard to edit. Check out: XenoNode (meh), Knabix Host, Shulkerhost, Aquatis, Entity Hosting
2) buy direct for domains (Check out: Namecheap, GoDaddy, etc)
3) You don't need fancy stuff, for you BoxBilling might work (BoxBilling, Clientec, WHMCS)
4) Total Expenses if you do all this, starting at $2 depending on some factors. (Domain TLD, Billing software, hosting provider)
