Probably there is a reason why he is doing free plugins to add to his portfolio...?
Another suspection is he's offering to code custom free plugins for vouches so he can open an actual plugin development thread. Vouches = Tells future buyers that he's good.
He could've also just wanted to be a generous fellow by contributing back to the MC-Market community. Which in return shows if he is good or not.
There are numerous of possible ways as to why he wants to do this for free/determining whether or not if he's good and the current ones above answer your question. (Hopefully)

Hello interested in a simple dueling plugin for 1v1.
Minecraft Version: 1.7 - 1.8
Plugin Name: Duels or 1vs1
Detailed description: Allow players to be able to "1v1" pvp each other in a secure location. Gives them a predefined kit to fight with. Places them in a random arena from the arena list. if all arenas are currently being used either make it wait or make all other items/players/entities invisible to people not involved in that specific duel, and not able to pick up from people not involved in that specific duel. A player should be able to /duel *playername* or /duel join, player name issues a specific duel request, duel join should insert the player into a duel que with anyone that joins the que. The plugin should stop players from bringing any personal items to the duel, and should stop them from taking any items from the duel back with them. The plugin should also return the player to their previous location at the end of the duel.
ALL COMMANDS:
/duel pos arena-name set1 --- Sets the spawn for player 1 in a specific arena
/duel pos arena-name set2 --- Sets the spawn for player 2 in a specific arena
/duel create arena-name --- creates an arena to set the spawn points for
/duel playername --- requests a duel with another player
/duel join --- makes the player join the que to be randomly set up with any player who joins the que
commands to remove arenas / spawn points as well.
Permissions (if applicable):
player commands should be usable default without perms, commands to create arenas for admins/staff should be perm based.

I am not 100% sure on how to do that, like i said im semi new to the spigot/bukkit api.
I would like a plugin that teleports a player to special coordinates when they fall into the void, This is a very simple do-able plugin
To me it looks just like 1 event, and no commands, so it would be awesome if you can do it.
