(closed) Knowledgebase/basic support bot needed (paid)

I am looking for someone to make a bot that can do the following:
Recognize when a user that types something like ":help (subject)"
Recognizes when a user says "I need help with (subject)"
Any other obvious indications of needing help

It will also need to allow the moderation team to add key phrases and responses easily.
Having it made in python would be preferable but JS, java, and most other languages are fine.
