Sounds like you need a Software Architect more than a developer. Your going to have a hard time hiring a person with those skills at that wage here in the US.
your pay is like 30K per year and software devs make over 60K out of college.
40+ hours per week is insane given most full time jobs are in the 30's.
if you're going to require 40 hours per week, you need to pay at an hourly rate. sorry, I'd rather get a job at mcdonalds
I see that it is okay to make a constructive criticism of the payment, but I think that the payment is okay in certain aspects.
The OP said: "Ability to learn any of the above, if not mastered", if you don't know something that he mentioned himself, which in reality, if you want to have a minimum salary as a developer, you should already know, it's not something of the other world.
Besides the fact that the OP mentioned that $2500 is the starting price, if there is a sufficiently competent and experienced developer, I suppose that the payment will increase, if it doesn't, then he has every right to look for a better job, or prefer to work at McDonalds.
TLDR
If you don't like pay, apply and maybe it's higher, or look for work on a real job search page.
