In a way, yes. I'm not sure if there are any other ways but, you can set up a network location using FTP to the cPanel server though, functionality is very limited compared to local network locations.
Yes that is possible, however you should check with your host if they allow it to be used for file storage.
Many hosts only allow files directly related to your website to be stored.
