I think it would be nice to have a section for community alerts, where people can post if someone is exit scamming, fake bidding, etc..

If you have conclusive proof of someone scamming, report it.
If you have proof of someone violating our rules, report it.

Members cannot be relied upon to know what is or is not conclusive, and hasty and often incorrect reports are created far too often for this to be accepted. Users would be witch hunted and condemned with slander without due process.

Alerting the community of valuable and relevant information on a member is what the reputation system is for; please use it.
Just be sure that if you accuse someone of scamming that you link an open scam report created by yourself on that user.
