Completed Factions Server - Domain + Graphics

I am looking for a Factions server.

Here's what I would prefer, but doesn't have to have:

• Complete setup (This is a must)
• Player-base (Not a must, but helps)
• Great custom builds (This is a must)
• Website and/or domain (No Enjin!)
• Good setups (Not like it was setup in 10 minutes)
• Graphics (Not a must, but helps)

Budget: $50 - $1,000.00 (Price depends on Quality & Player-base)

This however, includes no builds. Just the plugins.
