Complex panel needs to be written in PHP/Rust (Big budget)

I need the following panel for a project of mine:
  • REST Api to be able to receive data of certain anticheat checks
  • Dashboard and user system
  • MongoDB based
  • Be able to view statistics of every check [Admin]
  • Be able to view statistics of every banned users [Admin]
  • Be able to have a dashboard to see their servers running Artemis [User]
  • Be able to see all punishments done with their version of Artemis [User]
  • Be able to configure the plugin remotely (Optional, will pull the config from the server at each starts and stuff)
  • Be able to view users, register and do some fancy stuff
Budget is triple digits, which is adequate for this.

Service teams = no. no. no.

Why is PHP/Rust required? Why not Node & aren't you a backend dev?
I'm busy, reason why I need someone to do this. Can't do everything myself. PHP/Rust because I'm familiar with it. Node JS isn't my jam, I hate it.

can use languages other than nodejs or rust/php?
MongoDB for the plain reason of faster sorting for stats and all. I want to be able handle a vastitude of arrays, which in the case of MySQL it isn't very optimized. Plain simple as that.

Rust/PHP also because I'm familiar with both languages and both are scalable.
