Condense Plugins or Custom Plugin Development

Looking for someone to condense or make me a new set of these plugins

I am looking for a quote on a plugin like these two below to be made. Most of these things are already a thing and if anyone could possibly combined these using source codes that would be great too. I currently do not know how much something like this would go for or how much it would cost someone to combine these plugins together, but that is what I would really like done. Most of these plugins are pretty small and not really big detailed plugins and that's why I am wanting to possibly just combine them together instead of dealing with 20 different little plugins. The most detailed things in this would probably be the Crop and Mob Hoppers or Wands, but I am not a expert so I wouldn't know.

Chat/Perk Plugin:

Staff Chat - (/sc or /staffchat which can be toggled for staff only to message in)
Clear Chat - (/cc or /clearchat, can be toggled to clear the chat or disable and enable it)
Command Blocker - (Blocks certain commands that are put into the configuration or etc..)
CoinFlip - (/cf or /coinflip, maybe has a GUI, flips money between players.)
Chat Item - (While holding a item do [item] and it shows in chat.)
EpicRename type feature (/rename or rename plugin, to change the name of the item your holding)
JellyLegs - (By doing /jellylegs or /jelly you gain the ability to not take fall damage when toggled, also can toggle it on another player.)
Chat Color - (/color or /chatcolor and you can change your color using essentials color codes)
Donation Effects - (/donation (name) will send a donation message that will give effects also to the user or every user on the server.)

*Possibly Tags, Tablist, and XP/Banknote Withdrawal plugins

Skyblock Core Plugin:

RedStoneClockPreventer - (Prevents redstone clocks)
AntiCraft - (The ability to choose certain items that can't be crafter such as hoppers)
Crop Hoppers - (Hopper that collects every crop in a chunk and also auto harvests the crops without them dropping.)
Mob Hoppers - (Hopper that collects every mob drop in a chunk)
Nether Water (Enables or Disables Water in the Nether)

No Iron Golem Poppy Drop
Fast Iron Golem Death
Iron Golems burn without lava
Anti-Item Burn
Anti-Fire Spread
Anti BabyMobs

*Possibly Sell Wands, Block/Craft Wands, Smelt Wands, and Others
