We've/I've used Contabo. The pros are that it's 100% uptime. Yeah the panel is shit, but bear with it.
The downside is the Ddos protection. It sucks. That's the main reason we switched. We got ddosed 2 times in 2 days. It literally took them no effort to down the server. It just went straight down. If you are on a tight budget, use it but don't expect anything good. If you got more money, get some host which has proven their DDoS protection.

Those are my 2 cents tho.

No reasonable host has a 100% uptime guarantee. Not even OVH.

The server had one downtime which occured due to their datacenter having an power outage - nothing special and they solved it within 4 hours.

Contabo has been rated #1 when it comes to phone support (Source) with an average response time of 12 seconds.
