Conversation with suspended users

Make it so that people can still open conversation with suspended users, Mainly for trying to do deals, scammers will most likely try and take advantage of someone being suspended cause they cant confirm onsite, Im not saying let suspended users message anyone but let non suspended users open conversations with people who are suspended, So they can reply to them and they can say yes you are talking to me etc.

This should already be a thing. If you cannot message someone, that is likely because the user set it so only those they follow can send them a message.
