Cool down/Warm up Plugin

I need a plugin were you can add groups in the config with the command and cooldown. Like this:

Cooldowns:
Groups:
Coal: '/nick:5000' (The Command Then:Secs in cooldown for that group)
Iron: '/pv:10000'
Warmups:
Groups
Coal: '/nick:5' (The Command Then:Warup in sec)

There is also a perm node to bypass.
Cooldown.bypass
Warmup.bypass
Budget around $3-5
