Recreating CosmicPvP will be the least of your problems if you are looking to make a decent "copy" of it. There is such a huge variate of ce plugins right now out there that should not be a issue. Of course speaking for the ones that are already in the public domain.
I would suggest for starters that you would just aim to make it 1.8 compatible with most of the stuff that you can get from it, either ways cosmic is a 1.8 server. When you get your base server running with most of the stuff that you want to add making it look as cosmic like as possible then think of adding 1.7 portocol to it. There is so much things going on with their setup that will be just overwhelming to start implementing all of that from the start.
I have already done 2 times copy of their buycraft and i came around 95% accuracy in terms of the whole look and feel to the configuration. Some thing are really tricky to do but it is possible.
As for a whole server remake it will cost you about as much as a newly commissioned private server setup.
