I’m assuming it means that they are not allowed to play in-game because they have permissions that would allow them to abuse and have an advantage over others.

I'd see as to why that'd be understandable for Admin+, but a Moderator not being able to play..might just be me who thinks that's a bit weird.

Because moderators can force tp, vanish, dupe items in creative, etc.

Every server gives different permissions and freedoms to different ranks, this server's Moderators have permissions that would give room for abuse or an unfair advantage. Other servers may not give these same freedoms and commands to their Moderators, that's their choice.
