This isn't the smallest of projects will take a good chunk of time to do it right, I dont see it worth for you to hire a dev (like what monkey said) if there are so many good crates plugins that are public and maintained really well.

I have to agree with the users above. There are tonnes of other crate plugins that are highly customisable such as CrateReloaded on Spigot which is extremely well maintained and has editable locale files making it completely customisable. It also has around 6 different crate types and an active and responsive developer
