I am looking for a custom crates plugin.
One that has crates at spawn and you can get crate keys from mobs, voting and donating
I am looking for one around $15.

Have you looked at http://www.spigotmc.org/resources/cratekeys.1040/ ? Seems like it's what you're looking for. Only feature I'm not certain it'd do is drop keys when mobs die.

yea i have that but its really hard to setup
