Create a resume section

Make a resume section for us to submit our resume and let people message us that would want to use our skills.

Creigslist has this section

You could have options to say "full time, part time, or by contract" type of resume as if their looking for a full time or whatever else type of position.

The threads for this purpose belongs to the "Other services" and so are all the writing work.
A need for a new section is not required thus this is a minority to be looked over giving over a new section for.
Majority would be Service teams getting a section rather than minorities.

This is the most useless suggestion I have ever heard. Just go into the section you are specialized in and make a thread about yourself like everyone else. Who knows, maybe even ... add a link in the thread to your resume?
