creeper explosion not working

thats how it is set

Check essentials, factions, or any kind of anti-grief you have. (idk if your server has any of these but if it does, check em.)

I have done that. Still no hope of it being fixed as of now...

I did that, then the creepers don't blow up at all.

turn both of the explosions and block damage to true.
