CSGO GLITCH! (Paying whoever helps fix)

Yea I need replies quick because I asked multiple friends online and no one has known what this is (I also contacted steam support it's weird) but basically steam says it's updating and it gets to 100% and stops (http://prntscr.com/8mcp6i). If no one knows here I might get a local computer guy to help fix it but of course that's not free . If anyone knows PLEASE type in the comments if someone finds out the solution I might give out paypal $! (BTW I already deleted and reinstalled csgo & steam so that doesn't work)

Have you tried turning it off and on again?

Yes this isn't something necessarily "new".

Yes I have tried all the simple methods sadly these don't work I think this is more of a complicated issue
