Looking for a (somewhat) simple broadcast plugin. This plugin will work similar to https://www.spigotmc.org/resources/simple-broadcast-1-9-version-support-update.12517/, where broadcasts are defined within a config, and randomly chosen to be sent every x amount of time. The main change I want is the ability to toggle broadcasts per-player with a command (permission based).
