Custom ChunkBuster

I'm requesting the making of a custom chunkbuster plugin.

What i require this plugin to have is:
- Tacospigot/Paperspigot 1.8.8 Support.
- Factions Support, So it can only be used in players own faction claimed land.
- Removes the Whole Chunk that it's placed in; from Y:255 & Underneath the location the Chunkbuster is placed.
- A Cooldown of 5 Seconds.
- A Gui so Players can Buy in Bulk x1, x16, x32, x64
- It Do not cause PlayerVaults to Break.
- It does not destroy Spawners & Bedrock.
- A Config File so i can alter the Icon of the ChunkBuster, The Prices, Cooldown & Bulk Amount. And To configure which blocks it doesn't remove.

Price is to be discussed.
