Custom Command Watcher Plugin

Hello! I am in need of a Custom Command Watcher Plugin!

What I need is fairly simple, I need it to be able to see commands that players do, obviously. I also need levels to it for Staff, example:

Staff Ranks (Lowest to Highest) - Trainee, Mod, Sr. Mod, Admin, Manager, Developer, Owner.

So, Trainee to Sr. Mod I need them to be able to see each others commands aswell as all players below them and NOT any Staff above them (Admin to Owner)

Admin, I need them to be able to see everyone below them and NOT above them (Manager to Owner)

Manager to Owner, these guys are OP so they can see each other and below them.

I hope this makes sense, I did my best to explain this as well as possible.
