This plugin, in essence, should change a hopper into a crop hopper.
A crop hopper is a hopper which collects all cactus dropped in a 32x32 radius around itself.
no other crophoppers can be placed within the radius of another crophopper.

All aspects must be configurable, the name of the crophopper item, the lore of the crophopper item, the radius the items it collects and so on.

Quote me how much this'll cost, willing to go up to $10 since this is quite a basic plugin.
