Custom Crop Hopper Plugin

I'm looking for someone to make me a fairly simple Crop Hopper plugin.

Features:
- Make all hoppers Crop Hoppers (I don't want it to have a custom lore or name)
- Only allow Crop Hoppers to collect cactus.
- Make it work within FactionsUUID
- Allow it to register all already placed hoppers as cactus crop hoppers
- And for obvious reasons, only work within the chunk it is placed in.

My budget for this is $5-$10.
