Custom Enchant Plugin for Factions

Hey guys! So today I got a message from a developer who was coding a plugin for me. He said that, due to his schedule, he doesnt have enough time to finish up my plugin. So Then I came back to here!

What I Am Requesting
So, here is the main idea of what I need. I just basically want a custom enchantments plugin for my factions server. I would prefer a GUI system, but if that is too much, a sign system will work. I will give more detail upon you contacting me.
