Custom Enchant Plugin

I need a developer to create a custom enchant plugin that has around 50 custom enchants in it. It needs go have a CE list GUI with descriptions of each custom enchant.

My budget is around 30-40 USD.

Also the plugin created needs to be exclusive to my use only.
