Custom Enchant plugin, I will need a custom fishing plugin and a custom boss plugin in the future aswell

This google doc explains everything I need with this custom enchant plugin. I am looking for a dev who is reliable, doesn't take 24 hours to respond (I've had bad experiences) and can make all 3 of these plugins for me, starting with the custom enchant plugin. Please do not quote me a price of $1,000, I am not paying that much.
