Custom Enchants Plugin Quote

I'm looking for a quote for a custom enchants plugin that basically like any other ce plugin. Only difference is that the enchants are based off potion effects to not change pvp dramatically. No set budget atm, just wanting to get an idea of the price ppl can make this for me.

Depending on how expandable, customizable and big you want this plugin to be.. It could be anywhere from 20+ dollars (If you want it made well)

Not looking for a premade plugin like that though. Looking for a custom one so I can also get source code so I can make edits where I feel need edits.
