CosmicPvP uses EnchantAPI and they just make enchants to hook into the API.

i am not a coder not used to coding actully fully custom plugins i can only eddit them at the moment.

Well like I was saying, if you buy enchants to hook into the API, they will most likely be cheaper than a full custom plugin for everything.
