I've done custom enchantment plugins (custom enchant gui, books, different levels) with 40+ enchants for 70-80$, good custom enchant plugins that won't slow your server down in the long run are generally a lot, if you don't have a high budget go for something like Leon and Hannes said as you'll most likely get a low quality one / a scammer for less
