Custom faction spawner plugin

What I want is a plugin similar to silk spawner a with some custom features. First things first I would like so you can mine spawner a with a silk touch and a permission. Secondly I would like it so spawner a are completely unprotected. So if someone was in someone else's land they could freely mine it. I would like it so players can also upgrade their spawners by right clicking them. What that would do is open a GUI where they're able to pay to make the spawner spawn mobs quicker or so the mobs drop more items/exp per mob. This is just the basics of the plugin, I might want more idk yet but add me on skype @ brutality718 so we can talk about details.
