Custom God Apple Plugin

Hey there.

I was wondering if anyone would be able to make this plugin for me. So, basically I need a plugin which allows me to add a cooldown to a God Apple. I want the time and the God Apple effects for the god apple customisable in a config file. Also, I would like the messages customisable too in config.
I want messages for:

- When a player eats a god apple (Default message: &aYou have eaten a God Apple.
- When a player tries and eats a god apple within the cooldown (Default message: You must wait {time remaining} until you can eat another god apple.)
- When the cooldown has ended (Default message: &aYou can now eat another God Apple.)

NOTE: I do not want anything to be editted or made for normal golden apples, just god apples.
