I think premium/supreme users, should be able to add their own MCM Themes, and publish them if they want to. BUT, They can't have anything which says "Designed by ME!".
They have to have MCM Logo, etc
:)

High performance, consistent uptime and fast support. Minecraft hosting that just works.

This would require a ton of storage for the site. Also, to add themes (if I'm correct) you need to have access to the admin panel/ file manager
True.
But like resources, can't people just submit a theme, and then staff check if it's legit. If it is, they upload it.
1 Theme max per person ;)

I'm not sure this is a good idea, there are a lot of negatives to this. When making a theme, Xenforo specifically - there are a huge number of elements that need to be changed. So many that it would take the staff team an incredible amount of time, checking each theme over. On top of that, Xenforo themes store most data on the database.. the database would literally be gigabytes of information. That is extremely in efficient and could cause quite an impact on page load speed.

That's why it should be 1 theme per person, and you need to be Supreme. What if there were certain requirements
E.G - 1 name color, supreme, and like 500 messages, 250 ratings.

No, several reasons behind this. You can actually insert vulnerabilities and backdoors in theme templates and I really don't plan on reading 100's of template files just to approve a single theme.
Besides, creating these is very difficult and requires a lot of time and XenForo experience which I doubt a lot of our members have.

Another thing worth mentioning is that the theme selection would be really cluttered.
