Custom NPC Police Frisk Plugin

I am looking for a custom NPC police plugin that frisks players. We use citizens 3 for NPC. I have them on a walking path around the spawn area. I'd like to be able to set certain NPC's to be police that can frisk players. I need some form of intelligent NPC that can detect nearby players and walk towards them. If that's not possible, if a player becomes with-in 5 blocks of a NPC, it comes off it's path and walks towards the player and checks them. It would need to check them against a list of disallowed items (a predefined list of minecraft items). If they have any of these items in their inventory, they need to be teleported to jail. Message in the chat stating that they have been caught by the police etc. In jail, they have the choice of waiting for 10 minutes or doing parkour to get out. The plugin will need to check 10 minutes after sending them to jail to see if they made it out of jail. If they did, no need to teleport, if they didn't, it needs to teleport them out. Again, messages on jail exit/jail teleport.
