Custom NPC Police Inventory Search/Frisk Plugin

Hi,

I am looking for someone who is experienced that can create me a simple clean Spigot plugin for 1.12.2.

I need a plugin that works with Citizens 2. I have several NPC's that walk around my spawn in a path. I need these NPCs to search players with-in x distance from their path, maybe 2-3 blocks from their path, and check against a list of items. These items are custom items that we use a drugs. Renamed items. If the items are round, any banned items in the inventory should be removed from the player, the player should be teleported to a pre-defined jail where they can either choose to wait X amount of time or complete the parkour to get out of jail. The plugin needs to know whether the player has succeeded in parkour and got out of jail so that it doesn't teleport them out after X amount of time, thinking they're still in jail.

I'm happy to speak with someone in more detail about this. Need this done with-in a few days if possible.
