Custom or Factions?

So, I'm looking at starting a new server. My budget is around 2k~.

Is getting a custom gamemode/idea of mine done a better option to gain a playerbase and donations, or a well-done factions server more profitable and will attract more players?

Either way, it's going to depend a lot on how it's done. Going for a new gamemode is also going to mean that you need to pay someone to make it, make sure to test it before "release" to make sure people like it, ... It'd probably be easier to make a Factions server, although EULA-compliance kills basically all profitability there.

I'm a 5 year Java and 2 year Apache/SQL veteran. I'd be taking full lead on development.

Also, I've pretty much decided out of my mind to go with custom.

EULA does not effect small servers

Not yet, technically when creating the server you agree to the Eula, so mojang has the right to take your server at any point in time.

You never know, eventually they might automate a system for that. Don't ask me how but I'm sure they will find a way.
