these potions should look like damage pots that are enchanted with a custom title and lore settable in the config.

when you splash them on the ground they should heal you and hurt players in neutral and enemy factions, unless there in an allied faction or your own faction this should work with factions uuid.
it should be a command to give a player the potion only for admins /ap give (player) (amount)
this should work in console
