Custom Prison Plugin

I am currently looking for a developer who can put together a massive prison plugin that uses some current free plugins, but also uses customizable config and new creative plugins.

I am looking for the following:

Custom Crates - Customizable by me (Config)
Sideboard that indicates rankups, money and current ranks
Custom rankup plugin
Rankup Rewards (So when you get to rank B, you get a crate key or somethhing)
Autosmelt perk and other perks (Able to be boughten in a upgrades menu)
Custom Enchants (I want a current custom enchants plugin to be customized to the fullest)
Custom Sell Plugin (This can be optional, depending on your abilities as a developer)
Custom Pickaxe Idea (So when ever you mine a certain aamount of blocks, your pickaxe gains an extra efficiency or something)

True as alone a custom enchants plugin will be more unless it's free and all these plugins that are free you'd likely need to contact the developers who made them to see if they'd be able to use the source for a larger sized plugin

If it doesn't fit what he wants why would he want it? He listed specific stuff meaning he is likely looking for it to be in 1 core for what he wants.

He's not going to get what he wants with his budget. I'm offering him something that actually fits his budget.
