Custom Prison Suits

Hey!
So this is more of a question and if It can be done I'd like it to be developed.
I run a prison server and I was wondering if there was a way to have a custom skin imported to all players depending on the rank while keeping the original player head.
Essentially there's three types of players, Prisoners, Guards, Staff. I was thinking if there was a way to upload a suit (meaning arms body legs) to a player. For example, Prisoners would be wearing prison outfits, guard - guard outfit, and staff - a tux.
If this is possible at all let me know.
