Custom /punish Plugin

Hello,

I am looking for a developer to make us a plugin which will include /punish. Here is a quick rundown of the plugin, whenever a staff does: /punish IGN, it will open a GUI, from there the staff member will be able to choose the punishment that applies to the player. For example a mute length for 1 punishment would be:
First Offense: 1d
Second Offense: 3d
Third Offense: Perm

If a staff mutes the player for this exact reason, the player will receive a 1d mute, if 1 week later, another staff mutes the same player for the same reason, it will automatically mute them for the amount of time for the next offense.
