I need a website inspired by lunar.gg

All the bells and whistles: forums, upvoting etc, staff page, leaderboards, stats lookups, support (tickets) and appeals, news posts, store page, add friends, ranksyncing, profile page, etc. Also there is an admin panel for setting ranks, banning people from the website, server controls, etc.

I'm not looking for a template or Xenforo thing. I'm looking for a fully custom website.
I don't care which stack is used.

Looking for some quotes.

For a fully custom system of that scale, you are looking to spend a few thousand $ at least, if not in 5 digits

Hiring a developer to create a custom design and custom functional components will run you in the thousands easily. You're better off using a CMS(s) paired with some static pages, unless of course you have that kind of capital. However if you attempt to tackle a large scale project with limited funding, your product will end up being of poor quality.
