I would take a look at the reputation that Mason.King has before dealing with him.

Anyway, wouldn't it just be easier to use a fork of an already existing Skyblock plugin that provides a solid foundation? Not only would it save you money, but there is no need to reinvent the wheel when it comes to the basics of Skyblock (unless that's what you're doing of course). Only a suggestion though, best of luck in finding the right developer.

I recommend to fork an existing core instead of paying someone to create a new one from scratch.
There are plenty great cores out there that you can use.
