Custom staff mode plugin

I'm looking for a fully custom staff plugin.

Let's say i use command /staff and it activates my staff mode. I have a couple items in my inventory. An item for random teleporting to random players, item for freezing players, item for checking players cps or something like that, item for seeing player's inventories and stuff like that. And also i want something like a scoreboard on the right side which indicates if i'm vanished if staff mode is on and stuff like that.

He supposedly already "bought it". But doesn't show up as he did. Also, thanks for recommending it. Really inspires me to update, and develop new plugins when people start recommending them.
