Custom Terrain 2500x2500

Hey, i would like to buy a Custom terrain for an Upcoming HCF server
What i need is :
- Make Four 150x150 flat spots at 500, 500 [each quadrant]
- One flat area at 300, 300 that is 200x200 big so I can paste a build there.
- Make center at 0, 0 - and make sure it is flat for about 275 block
- Make the bedrock FLAT at void
-Custom trees will be cool, only for one biome though
-2 Custom Biomes, the rest default MC
-Naturally Spawned Spawners
- 10% Boosted Ores
Budget: $20
