Custom Terrain Control Biomes

I'm looking to get a fully custom terrain control biomes.
This will be used for factions so it will need to be semi pvp friendly.

What they should be like.
- Biomes that are unique.
- Pre generated spawners removed.
- Caves removed.
- No mineshafts.
- No underground lava.
- No large oceans.
- Low y level. (30 - 60)
- Biomes blend into each other well.

I'm aware this is the config section and fire uses epic world generator. I want custom biome files for terrain control that I can use whenever I want and not asked for the world every time.
